I am not sure what is so confusing about the passport application. One needs to get a guarantor who know the applicant personally for at least 2 yrs. If that cannot be done, then you go to the ppt office, explain why you do not know anybody as a guarantor and obtain another form that says, Statutory Declaration in Lieu of the Guarantor.
This alternate form has to be signed by a notary or lawyer and the service for the signature has to be paid for. Guarantor's services are free however and must be free.
Also, the ppt application asks for names of references that know you for certain time period. The alternate form asks for an additional 2 names of references that know you well for at least 2 yrs. None can be family.
Yes, they are efficient and they will call almost all the references and ask for detailed info about you. They also called up my HR at work to verify employment.
It is easy not to know any guarantor. The list of guarnators are pretty obscure except for doctors and vets. How many know mayors and post masters and judges personally ?!! I did not know any guarantor and I did the alternate. I don't use medical services in Canada and hence doctors were ruled out.
I gave all my neighbors as references since they all know me for more than 3 yrs.
