In order to be in Canada on a work permit, how easy is it to get a positive or a neutral confirmation of labour market opinion from HRSDC, and how much time it takes. (assuming a Canadian company has offered a job)

Does the fact that the applicant has studied in Canada and had earlier held a post graduate work permit help?
