My parent applied for multiple entry visitor visa of Canada on 17th October.

Delhi – CIC asked for medical examination and passport submission within 30 days.

They have gone through medical exam but because of Diwali vacation doctor sent report to Delhi after a week on Friday (27th Oct)

My father went to VFS for submitting passport on Monday (30th Oct). But VFS-guy asked to submit passport on 10th November. He said if you will submit your passport today, it will come back within 3-4 days without any process. Delhi-CIC need time to check your medical report. So, submit your passport around 10th November.

Now, my parents are going to submit their passports around 10th November.

Is this okay?

Please let me know your opinions on multiple entry visitor visa.

Yes. This is OK.
VFS guys form their own rule. If we agrue with them, then they will not accept our passports for further action. Sometimes the VFS rules are much more severe than what is required. Anyway do what ever that they say so that they will process your case.
Regarding Multiple Entry Visitor's visa, it depends on the mood of the officer handling the case. There is no set rule as far as Cdn. embassy in India is concerned.

I wanted to invite my father for visiting me

He aleady had a Mulitple-Entry Visa which expired on March 17, 2006 and has visited Canada 3 times.

He has 5 passports, and lot of travel stamps to USA etc

My mother is currenty visiting me in Canada, I got her an extension as well

Now, when he got the via 5 years ago..he was doing well financially and no one really asked him his IT papers

This time, its a bit different and I have sent him an invitation ( I am Canadian Citizen and live in Canada since 6 years ).

My avg income is $2,000 monthly, and I have provided all papers ( phone bill, lease, savings account, etc )

An agent will go to VFS in Bombay as my father wont be around to apply on his behalf

He will have an

Invitation Letter
My papers
proof that my mother is already visiting me
His property papers
A passport which already an multiple entry visa of Canada
BUT NO IT papers

No, can that be a problem? if they ask for some income proof..does he have to show it immediately? or they will return the passport and he has to re-apply

you need canadian T4 slip / tax assesment, employment letter and the rest of the stuff you mentioned. tax slip is mandatory
