Depends on what your budget is, what kind of driving requirements you have(highway/city, self/family).
Have you compared to other vehicles in similar or next best class in most cases(Hyundai Elantra, Nissan Sentra or Versa, Toyota Yaris or Corolla, Honda Fit or Civic) already?
If not, I would put each of them ahead of the Spectra in terms of performance, cost effectiveness, and service, not to forget resale value.
I would go with the Corolla or Civic based on two major factors.
1. High Resale Value
2. Excellent track record and reliability
Sure you will pay a few thousand more for the Corolla or Civic but you get more value for the money as well in a very dependable car. I am looking at getting a Camry in the next little while.

How about Mitshibushi Lancer selling for $16500 with 10 years/160000 of warranty?

Mitsubishi has not proven itself as a top manufacturer yet. Even finding parts (especially in Canada) is a bit difficult since the company is new to the country.
