Go to the 7th Avenue in downtown where the C-train stations are. I don't remember the exact street, but ask around there and you will be able to find out where the office for getting the health card is. I used to pay $88 for a family of four. It was $44 for a single person.

REgarding govt. matters, go to Harry Hays building. It is again in downtown. You will get a lot of information from there.

Search using google for day care center, school in Calgary (Calgary Board of Education, http://www.cbe.ab.ca)." rel="nofollow">LINK

For children, http://www.child.gov.ab.ca" rel="nofollow">LINK

Alberta government website http://www.gov.ab.ca" rel="nofollow">LINK

You should be able to find out most of the info from here.

Rgds.

Rajan.

Regarding the health care:

Apply for the healthcare ASAP. Fill this form (http://www.health.gov.ab.ca/ahcip/102.pdf) and mail it using the mailing address shown on the form along with the documents they have asked for.
