The last time I was transiting thru US to Mexico. The agent thought I had TN and said Oh you have TN. I mentioned that my TN is expired and I am only transiting thru US. That's when he looked at the TN closely and mentioned that it is US govt property and was grumpy. Took off my TN that was stapled to the passport.
This time my first trip is going to be by land. Subsequent trips could be by air.

You do not surrender your TN (There is nothing like a TN document), you surrender your I-94. The rule applies to anyone - even visitors on I-94.
On all international US airports, there are kiosks called US-VISIT. You should be able to register your exit yourself without worrying about whom to surrender.
When you surrender your I-94 to airline staff, you might have noticed that they dump everything to a bin or something similar. This does not mean all the I-94's are reaching to US officers and chances are there that your exit may not be recorded.

My observation.
Yes I have seen them dumped into a bin at the Air India counter at JKF. The way the AI staff was handling it was terrible. You can not trust the airlines always on the I-94 handling issue.
