Time to weigh in my thoughts
Our Aandu-Pandu's @ Bombay airport are much maligned ! However, I would like to draw your attention to an incident which happened with me. This was in 1998 (way before 1998).
I was clearing my carry-on baggage and our Pandu Havaldar detected a German paperscissors (Papierschreiber) in my luggage. He said I could not board with it Imagine my disappointmnet.. I asked him what would happen to it ! He said that at Calgary airport (my disemabrking point), I would have to show a receipt and claim the scissors. I didnt know what was going on, but I reluctantly gave it to him...
The flight was filled buzzing Desi's. Incidently it was a Lufthansa flight (via Frankfurt). So we had German air hostesses. After about 15 mins I felt someone patting my shoulders. There was this Blonde German lady (an airhostess)...
"We got this ( my sharp paper scissors) from the immigration authorities. Is this yours ?"
"yes it is"..
"Here, take it" !!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
and she gave me back the scissors, while in flight !
More than 3 years down the lane, on Sept 11, 2001 when I was watching the news anchors saying that the Hijackers had boarded the flight with box cutters, undetected.. I just zoomed back to that flight I took !!!
What do you think folks... I still have that receipt with me

Here is my experience @ bombay airport....
My case is totally different. My dad got visa for whole family on point system. I didnt came with them. I came alone later after one month. My all docs were ok. I was knowing about PCC that they will give hard time so i issued new one. Immg officer at bombay saw my visa and said, " Where is Mr. patel(my dad)". i said," already in canada". he said," on ur visa it says accompning with Mr. Patel.". I was knowing this will happen so i had all proof of landing. i saw him photocopies of my dad's SIN and staped visa. the guy at toronto had written" following" on my dad's visa on my name. but this guy at bomaby said" u know english. u know the meaning of accompning by mr.patel". i said" u know the meaning of following. the immg guy at toronto doesnt have any probelm then why the hell u r asking me. i have all proof that he is already in canada." he said," u go stand on the side..next plzz". From that guys atitude he was expacting money. but i have no wish of giving. i said ok if i miss the flight u will get shit for sure. i woudlnt get next flight till 2 moths and my visa is expering after 2 days. i gonna call CIC at delhi u can talk with them. Aab aya unth pahad ke nicha. He said give me ur passport. i gave n he stamped. He asked for income tex clearnce certificate while stapming on my passprot. I didnt have that. Reason, income tex officers asked me to pay 3000 Rs. althoug my income was 0 Rs. but as unth was under pahad he didnt care of that.
I dont wanna prove why i ID is smartguy. coz ppl call me

Reference the article i want to clarify that PCC is valid as per the country and is not dependent on the city or anything like that .Further the PCC is valid for a duration of six months.
Now what to do in such situations .Thereare a few steps one can think of in such situations.First try to get the name of teh person and ask the reference to such rule .Then ask him about his supervisor or the complaint cell no and let me tell you the position is quite bad but not that bad in India.And with the present govt. doing so much for NRI we should not be afraid.Further these things are isolated cases and happen here in Canada and US also .We have examples of cases like body frisking of GeorgeFernandes when he was on an offficial visit to US as defence minister and we have cases of Mr Mistry the famous writer so it is a matter of discrimination and it can not be removed for ever from evrywhere.
Also when in India we become Bengalis,Punabis,Gujratis and all that creates a lot of complications at public places.
So moral of the story is when asked to pay unauthorised ask for reciept ,note down the belt no or name and do complaint if not in India then in Canada thru the IHC.

Shuuuckkksss ..... just goes to prove that this system sucks you till the very last moment on this soil.
Does the PCC have to be an original one or a photocoy do ? I just submitted a PCC to the CHC in August, so if i fly next year, i would have to get a new PCC, Correct ?
Is there something official which specifies what all documents an immigrant should be carrying on person.
Is Income tax clearance also required ? Some one mentioned that its not.

Income tax clearance is not required at present.
However, you do need to inform the Income tax dept. on Form 30 that you are travelling out of the country. This is required for all adults even though they may not be paying income tax or might not have PAN number.
Submit this form in duplicate & get the 2nd copy acknowledged by IT dept. & keep this with you so that if Airport staff demand it, you can show it.
