I was refused a credit card when I landed in canada from US so I simply called american express canada and asked them for a credit card in canada. Since American express is more "connected" they checked my credit history in USA and gave me a credit card for the same amount in canada in less than a week .
This really helps . So if you have an Amex you can do so easily and not have to wait for a credit card for long .
If you are landing from US , make sure you get an AMEX in US just to transfer it to canada when you land .
