one of my friend's wp is getting to expire in a month, but he got a new job offer, i guess he has to apply for another wp, my question is suppose thhe current wp expires and his new wp has yet to come -
1) can he start the job?
2) will he be legal to stay in canada?

Your understanding is correct. You do have to get a work permit to work or stay here in Canada. When your work permit expires, you will have to make preparations to leave.
No he cannot start on the NEW job. Now the next question is : Is it with the same employer? If no, then is the next work permit that he is applying for is it under the same category of the NOC or better.( O, A & B ) If equal or better then they will not question his request for the approval, because it is under the same class or better.
He can legally extend his stay here with an application of extension, giving the reasons and providing them with proof. If he already has an employment letter, then include a copy. ( Do not tell that it is on its way or that it is coming in the mail.) If everything goes well he should get it in a couple of weeks.
Please call CIC center and find the correct details and the web site location of the PDF files to print. Alternately, search the web site for the forms.
If he is going to work for the same employer, then the process gets a little easy and simple.
