To be accepted, international students graduated from a post-secondary Canadian institution must have:
- Valid temporary resident status in Canada at the time of application.
- Completed a program of study with a minimum of two academic years.
- One year of skilled, professional or technical work experience.
- Moderate or basic language skills, depending on occupations.
Finley said the program initially aims to admit 12,000 to 18,000 candidates a year but ultimately will draw as many as 25,000 — about 10 per cent of Canada's annual immigration target of 250,000.
Last year, 165,200 foreign workers and 74,000 foreign students arrived in Canada on work permits or student visas.

Very nice move for prospective students/ Students currently studying / Recent foreign students in Canada. Will make Canada defenitely competitive and increase the number of students coming here. As a side note, Some immigration agencies will make tons of money on behalf of the students.
This move will once more take the wind out of Canadian immigration / ability of immigrants to land a decent job as some of the available jobs will first go to the students educated here (as they have the supposedly Canadian qulaification).
