My wife is in NY State and is on Indian passport and US student Visa as my depedent there.I was a student when I was there in USA.
Now, Iam in Toronto.I got my PR Card 3 years ago and am searching for job here. I have to bring her here because she will go out of status in USA as she has no proper visa.
My neice will invite her on Travel Visa along with my two kids(one of whom was born in USA).So my wife is coming on Travel visa if she gets it by nextweek, soon.
Now, can I apply for PR Card because Iam already an immigrant? but the problem is I do not have any job here and still in the job search mode. Can i still sponsor her?
Now, my sister is a canandian citizen, is it possible for her to co-sponsor my wife and kids for PR Card and me being the primary sponsorer? My sister is living in NY state in USA and is working there. Also, my niece who is in Toronto is a Canadian citizen, can she act as a co-sponsorer? I can pay the money not an issue.

For sponsoring your wife and kids you do not need to have a proper job. You can sponsor your dependents withouut having a proper employment.
You need have a certain income only when you want to sponsor your parents.
Are we missing some information here? or you did not apply in the family class in the first instance and include your wife and the first kid? Am I right that you do have your PR card too.
Your dependents, your wife and kid that is, enter into Canada when you apply and enter into Canada. They enter on the merit points that you are assessed and upon the proof of support, in dollars, that you provide at the first instance. Of course you do have to satisfy them with police and health clearance and education etc., at that time. Hence the first paragraph in which I state the lack of some information. If you had included them in the first place you would not be asking these questions.
If currently you have the amount that you claimed as the proof of funds as stated originally in your application, then, you have no problems in sponsoring them, if you have not done that already. You cannot barge in now and say there are here now and hence provide them PR too.
If they are smart, which I know that they are, they would have detected the same by now, that you are here and you are trying to find a way to get them in without you sponsoring them first. (Your wife and kids)
If you are successful, and I sincerely wish that the outcome be positive for you, you will still hit the brick wall and may have to send them back to India and wait for the immigration clearance and then re-enter, at which time, they re-enter, because of your PR status.
As regards showing the financial support at the time of your wife's immigration approval and return, you have ample time and many ways to muster up the support and I am sure by that time you will be profitably employed too.
Since you are here and have ample time on your hands, please contact the nearest Immigrant Help Center and register yourself and obtain all of the help and assistance through them. They will be pleased to accommodate you and resolve the issue.
Just for your information, it will take a minimum of 28 months from the date of your submission for your family to join you.
Now have a very long and enjoyable week end.

Ans: I got my PR Card before my marriage, went to India married and from there went to USA to study but between that had a kid in India and then had the next kid while studying, finished my studies and then came to Toronto with my PR Card.

Did not pay too much attention to the nom de plume.
Since you are already here, and must have fulfilled that requirement, you just file an application for their PR here at Mississauga. The file gets forwarded to New Delhi for processing. It takes about two years for all of the formalities to complete. All you have to do is prepare for the police clearance for your stays at locations, period that exceeds six months at each location. Also prepare for Medicals. I am sure your second kid has a U.S.Passport to travel. So get an entry visa for India. The kid can travel to Canada and stay for six months at a time. You include all of them in the application, with proper documentations. Such as birth certificates, Passports etc.
The cost is one such fee for the wife (Under $500)
Police clearance in the USA about $50. Kids don't need it. You have gone through it all. So you know most of the stuff.
If you had PR into Canada, you could have started the process three years ago for the family. By now all of you would have gotten into Canada without a hitch. Now if they get in here, all you have to do is extend their stay (Visa and one of these days cross the border and re-enter. Or make a trip to India and do it the proper way.

Two Years : Yes.
"Application for Permanent Residence in Canada" Yes. Not for people on PR
Canadian Citizens : Yes They are in a different Category, PR's don't have that privilege yet.

You did not read my comments in the previous response: First see if your family can get in. If they do, then, you are fortunate. They will catch the same while checking up. Which means, that they will refuse the VISA. You say that she will be here. I know that she will be here and I sincerely hope it is sooner than two years.
Next comment: You cannot barge in and claim that they are here and so, provide them with PR. You are seeing my response, but do not want to read it. Very convenient, isn't it?
Next time try and keep all of these in the same thread, if you don't mind. This way there will be continuity. Also we don't have to repeat the response for you or any one all over again.
