Please give some information about this area.
Are there more Indians,Indian groceries etc.
Is it possible for a typical (south)Indian to settle there?
What about the cost of living there?

Victoria is a beautiful city. If you have a job/business in Victoria, you would love this city.
I don't know about Indian population, but saw many indians while visiting Victoria (they might be visitor). There are couple of indian restaurants (I think there is a south indian restaurant too). I tried one Indian restaurant that was really very bad.
I am sure there must be indian grocery stores too (I think there is a store named - Indian Food market at Quadra street).
I don't see any issue with living in Victoria for a typical south indian. Cost of living will be on higher side. You have to pay premium to live in paradise.
There may be only one drawback - Once you are settled in Victoria (after 1-2 years), you will find difficult to leave Victoria.
It takes 95 minutes by ferry from Vancouver to victoria (ferry terminal to terminal)
