Possible stealing at Chennai airport/Jet airways

Hello Cd's,
A caution while travelling :
My parents and my aunt took a jet airways flight as follows - >
raleigh (NC, USA, American Airways) -> New York - > brussels -> Chennai (All by Jet Airways).
As regulations demanded that the suitcases not be locked , they did not lock their suitcase. On reaching Chennai and taking the luggage and sorting out gifts at home in Madurai, My aunt found that 2 handbags, 1 Frock and 1 powder tin was missing. All gift articles were labelled before being packed. The staling must have occured mostly at Chennai airport. So please be aware and beware.
Wonder if CD's have already experienced this at Chennai or other airports in India and the precautions to take while travlling.

Surprising if this has happened in chennai airport as chennai is no longer a small airport, many flights arriving everyday.

It may not have happened in madurai airport too as one can see visuvaly how the luggages are transported from flight to conveyor belt since the airport is very small.

Is that a USA thing? the reason I ask is that when we went to India this past october, We locked our bags (and on the return flight as well).

Yes, it is.
I believe this was incorporated soon after 9/11, maybe in early to mid 2002.

May be it is an American thing not to lock suitcases. I went to India this February and was not asked to lock either in Toronto nor return back from Chennai.

I think it is even more dangerous if anybody puts something illegal in your bags and how will u prove that it is not yours?

What is the purpose of not allowing you to lock your bags?

One can lock the bags (it is allowed) even from US but at the time of security check (bags are scanned after we deposit them) if found suspicious the authorities can open them (break lock or master key), it can be handled and mishandled depends on your luck!

On a trip to WDC a bag of mine was opened and the cheese (Latin American) which I was carrying for friends was taken out, rest all items were intact.
