If time is not an issue, keep an eye on Costco. Few months back I got Swiss Gear 5 pcs for 150. 2 were of descent quality and good size (27" or 25", i think, but good for 23kgs for India). In India you can get big "thelas" big bags 25-28" length, light weight but not good for delicate items. My mom left 2 such thelas when she visited me. I'm reusing 'em soon enough!

I prefer one good quality bag (for "handle with care" items) and one for clothes ( or "let it bang" items).

If you are looking for some low priced ones , try XS Cargo ($15 - $20) .

The Bay usually has major sales on luggage (name brand etc).
Cheaper luggage is available but the quality and durability isnt as good.

I got a great deal 5 suitcases for $40 in Canadian Tire couple of months ago. They are pretty good. Try it when they put it on sale.
