My 2 cents.
Just keep the passport in a book covered with carbon paper and mail it. This is what done by one of my friend and successfully achieved the goal.
worst case if it lost, all you have to do is to apply for new one nearest indian embassy.

I would like to share my experience.
I was in UK when CHC requested my passport for stamping.
I did not take any risk but travelled to India along with my family to get our passports stamped. We got our passports back in a month's time. I had to leave my job for this but we will anyways be starting a new life in Canada so it doesn't matter. I was on a Work Permit in UK that has its own limitation in terms of job and taxes.
I would advice never send your passport by post accross the border to India. You will commit a criminal offence by doing so which is punishable in India. Passport authorities have become really tough now. There are 90% chances that you will be caught. Try sending your passports through courier even within India, tell the courier agent that your packet has passports and you will know how difficult it is now.

Couple of points..
1. I have ruled out sending passport by post/courier etc...
2. However, what about sending through someone else....infact, I was thinking that I can ask my brother to come from India and collect the passport and go back....
Also, CHC has asked for passport by mail only....hence within India we have no option but to send by Courier....

In my case my file is handled by an Immigration Agent. And the address given in the file is actually Indian. Hence I guess I do not send any use of representative form.
