Travelling to India while passport in the process of renewal

One of my friend who is in US is stuck in really bad situation. About a month back he had applied for Indian passport renewal in New York . Last night he got a call that his mother is in ICU and is on dialysis. Doctors have lost the hope and suggested to call the relative for the last visit.
Panic, he went to NY embassy to get the status of passport , at the least to get old passport since he has another month on it.
He found out that they had sent his passport to Chicago and due to suspected damage. They do not know the status and obviously the staff has been rude and uncooperative. They said the passport might come in a week or may be two they do not know. When he asked if he can fly to Chicago to get it from there..the response was "Aapki Marzi".
Now he is really struggling and not sure of what to do. Anyone has any thoughts?

Tell him to see the High Commisioner to India or his assitant. He will certainly help. Might cost a few good bucks, but who cares. But he may have to make arrangements there in india to receive his Passport from India. The Air line ticket will become void for the retorn, because the PassPort issued in India will not match the details on the ticket. Make sure that the OLD Passport with US visa for ten years is returned to him for RE ENTRY. He might also need the B - 1 slip also.

Those guys who work in the embassy needs a Cavity Search.

Sorry to hear that, Having personally faced such adverse and mind draining situation twice in the year 2013 and losing a parent, I feel the pain your friend is going through.

Emergency travel certificate is one way only , and seems like only solution. But it will be bigger pain to return back without indian pp on which he has US visa.
In my view , assuming he is an IT guy, he can talk to his company to allow him to work from home in case he will have to wait for longer period in India for renewal of pp and till pp reaches him from US or In India he might have to first get pp in tatkal and then go for visa stamping. He will need bunch of proofs and documents which he should start collecting in anticipation.

FH and San-Hugo,
This helped. I did let him know about the option, he is going to work on it today. With already pain at border for those who are on H1B, this will not go very well...hopefully employer who is on RIF rampage, considers his case.

But they are so shameless that they might find cavity search amusing...

on the sad note, his mom passed away even before he could sort this thing out. A real tragedy which most young immigrants are afraid of. RIP.
