One of my clients has recently acquired Canadian citizenship and passport.
He wants to visit India. He is not interested to apply for PIO /OCI status as yet. Therefore he is applying for a visitor visa on his Canadian passport. I understand for visitor visa he has to mail-in his application with relevant documents and fees.
Now, my question is since he also needs to get his Indian passport cancelled, does he send the Indian passport also by mail OR does he go personally to the Consulate to get the passport cancelled and apply for the visitor visa simultaneously?
There might be many in the forum who have undergone this transition and I shall appreciate if you can share your experience on this

Yes, he needs to send the Indian passport along with everything else. Instructions are clearly given in the consulate website.
