You cannot send money FROM India through Western Union, you can only receive money in India through it.
Draft can be sent from India through any bank. Wire will be fast but expensive.

if you have a bank account in india do it through wire transfer.otherwise ask some of your frieds or family friends to transfer it.in one day it will reach canada.This is legal and no need to worry.A reasonable charge you have to pay.
For remitting money from NRE account in India to an account in Canada,
-is there any limit to the amount that can be remitted?
-Can this be done from Canada if the account is in HDFC bank in India?
-Is it required to inform this wire transaction to any government agency in Canada?
-Do we have to inform the bank in India as to why we need this money in Canada.
NRE money is fully repartriable hence no qs / explanations on the Indian banking front .... You can inform them and ask them to remit the proceeds where ever you want ...
For Canadian Authorities , I believe (but confirm ) and amount > $10,000/- needs to be reported to the Authorities (Customs / CRA ) and the source of it to avoid money laundering .... if that amount is coming as cash , but in case of cheque it goes to your bank a/c hence no need of such declaration ... How ever if this amount has resulted from income from investment after your coming to Canada , you are expected to report the same as your world income to the CRA ... if not already done .
It is your money and you are free to move it anywhere .... if income earned , pay tax .

Any idea how wire transfer is done if some one is in Canada. Is just sending an email or letter to bank in India is sufficient?
