One more correction ... A PCC is valid only for 6 months so getting it in advance would be of no value .....

For one - I have had to submit renewed PCC in the past from the Indian Embassy since the previous one had expired --- which implies that if I take a PCC in much advance ..... it would be futile ...... and for 2 it might not be needed .... as a part of the citizenship process .... its on need basis .
I have had my PR renewed recently and though I was out for most of the past 5 years I was not asked to furnish PCC s .

There s no q of residence . PCC has its validity period of 6 months/year . Period.

You brought in the issue of PCC when the person was asking for PR renewal and Your original response suggested that one should collect PCC asap .

I have suggested 2 corrections - one PCC is mandatory only while applying for PR and not beyond and it has a validity period due to which it should be applied for only when asked for . PCC has got nothing to do with PR renewal and hence the mention was misguiding at the first place .
