It would depend on:
How old they are
What is the budget
How many years have they been married
Where do they live (Canada/elsewhere?)
What their tastes are (e.g: Indian/Western/something else)

yeah too little info to make a suggestion...
but if I to look myself on my anniversary...Nothing is better anniversary gift than the wonderful presence of sali during dinner and champagne....(ok not after that though :P (bitter fact for both me and sali ;)).
So a nice bottle of champagne, a little boquet, a lot of sense of humor and cheerful presence of wonderful sali at dinner...
How so ever typical this may sound, you will seldom go wrong.

Man I miss fun of having a sali......Any volunteers?
My wife conveyed the message to M-I-L about a sali for me...M-I-L blushed , F-I-L wittingly laughed ;) :(
