I am posting the evaluation / checklist to be eligible for second career program.
http://www.tcu.gov.on.ca/eng/eopg/pu...ov_20_2009.xls
How it Really Works:
Your active job search: (heavy documented and subject t...o verification) must be:
26 weeks+ = 3 points
17-26 weeks = 2 points
17 weeks- = 1 point
Length of Unemployment:
52 weeks = 3 points
27-52 weeks = 2 points
27- weeks = 1 point
Education:
High School = 3 points
Any College/Uni (even 1 course) = 2 points
Trade or Diploma/Degree = 1 point
Work History: (Here is were they will get you)
10+ years in a declining industry = 3 points
5-10 years in declining industry = 2 points
5- years declining industry = 1 point
*** Now what is "defined as a their declining industries is found here: ***
(http://www.tcu.gov.on.ca/eng/eopg/pu...nov20_2009.pdf)
At bottom of page. Here is the list (basically manufacturing or forestry)
Forestry Manufacturing (Rubber, Plastics, Chemical, Vehicle, Minerals Products, Paper, Wood or Other) Metal Fabrication Printing Wholesale Trade
If you are not on this list you score "0" in this category. Moving on...
Labour Market Prospects:
Diploma/License Manadatory for Job (ie: Paramedic) = 3 Points
No Credential/License Required = 2 Points
Type of Training:
Diploma/Certificate Program = 3 points
Upgrading/Language Course = 2 points
Experience:
NOC D Occupations with No Work = 3 points
NOC B & C Occupations = 2 points
NOC A Occupations = 0 points
*** NOC codes are the National Occupation Classification, a fancy way of saying your official job title. For example a warehouse laborer is a Material Handler (NOC 7445). The second number is your level of training. 6 is D, 4 and 5 are C, 2 and 3 are B and 1 is A. Therefore 7(4)45 is NOC C.
The only NOC D jobs are generally the following:
Cashiers, Food "Helpers" (not cooks), Trades Helpers or Labourers and Cleaners in some Industries.
To find yours, look here (http://www.jobfutures.ca/noc/browse-...ions-noc.shtml). Or check your Record of Employment (ROE)
If you score is not 16 or above your file will be closed and you will be referred to another agency, no appeal process. Also the MTCU and VPI like to try to find a few other points they can deduct so be prepared.
Thanks for posting it Jack.
Is there no Ontario Skills Training these days?
Also some of the points that you mentioned canot be verified in stone.
For example, if you say that you have no university degree, the Second career program canot verify it (it is an oxymoron thought, for if they say that you need a university degree for higher marks, then people will produce it. If you say that, if you have a university degree then you get very less marks, then who will produce it).

I am a Gents and not a Ladies.
Thank you my friend for bringing me up to speed on me utilising this application better.I am meeting counsellors this week and hoping they would all place me in the happy qualifying zone.Unfortunately I have already declared my position in my EI application but will wait to hear from the counsellors this week.
I will look up Ontario Skills (hopefully we do need any qualifying points for that)
Cheers,
