I know in Ottawa the best way to go for volunteering is reading on volunteer ottawa http://www.volunteerottawa.ca/vo-clean/ I'm not sure if they have something like that in your city but perhaps searching city's website would be a good idea. And yes, to volunteer their are lot of things needed like suitability etc; and in most cases how long you have been in Canada is not really important. Again some places may look for how well you can contribute to the volunteering position and your stability/ familiarity may be a factor but by no means you needed to spend certain number of years. And yes, in most places you would need a Police clearance certificate and that can be obtained for free if it's for volunteering, at least in Ottawa.
