For OCI, it says
11. Ensure that Date and Place of Birth is same in all documents,
Indian Passport, Landing Certificate and Canadian Passport.
now place of birth on landing paper is wrong, and to correct plance of birth it takes 8 months as per rep.
1) should I still apply for OCI ?
2) If OCI reject they refund the money ?
Any suggestion?

I would NOT apply in this scenario.
If they refuse, you will get $250 back, they keep $25.
Also check with them if you need surrender certificate in hand to apply.

Don't do that....I remember I bumped into a guy from Gujarat whose application was rejected thrice due to that. The guy told me that when he was born,th village name and district name was mentioned on his birth certificate which also carried on to school certificate. Over the years, there was merger of villages/panchayats and new district was created. So his landing certificate had new district name as place of birth which means it will not match.
He told me that he was coming to CGI for 4th time and this time he brought certificate of confirmation from district court. Everytime they used to reject his papers as place of birth did not match.
Fourth time luck favoured him not because he had that certificate but the person (Abrol in CGI) who used to vet his document earlier was on one month vacation. His application was approved this time.
