We are a permanent resident couple in Canada and my parents are Visiting me here in Canada. They were rejected for a B2 USA Visitor Visa in Mumbai, India just before flying to Canada. Since I do not have enough time for Ottawa or Toronto re-application, I might go emergency appointment way (still checking if they are eligible) but was wondering if they can just walk to USA on Rainbow bridge (or any other border) and apply there for a US Visa/admission. I know it does not make sense but I am still asking out of urgency.

No, you cannot get a visa at the POE. Must happen at the consulate. I am sure you are aware based on your reading of the other thread, visa denial rates tend to be very high if one applies at a "third country" consulate.
