To the OP ...

There is a difference between 'Fillable Form' & 'Printable Form'. Thats what everyone is trying to explain to you.

Are you suspecting that your PDF Reader is not working?

Go to any canadian government website (CIC or Passport) ... download "fillable form" and see if you can input any information ... Most of the government forms are fillable - make sure to use Fillable Form.

If they are fillable then good for you! Isn't that something you wanted?
