For every action, there will be reaction. But who acted first? UAE is acting or reacting ?

If you read the article you can find out. UAE requested extra space (landing rights) for their passenger planes (Emirates and Etihad) at YYZ, which were refused and all hell broke loose. It is more of black mailing than of reaction, unless there is more to the issue (confidential) than reported.

If it is outright refusal by canada, then possibly i can understand the reaction from UAE.

Negotiations should have happened and solutions should have been arrived keeping in mind UAE is largest importer of canadian goods and services in the middle east and North africa. However Our authorities must have felt no need to negotiate with UAE so....

UAE is the largest trade partner of canada : http://www.bloomberg.com/news/2010-11-09/u-a-e-requires-canadian-citizens-to-apply-for-visas-on-aviation-dispute.html

Probably we lost win-win situation.

Of course Canada negotiated with those bozos -

Those arabs want to skim away South asian & African passenger traffic from Europe. They should be begging for landing rights more and not demanding. Canada should actively look for other righteous partners in the region.

A request is a request, no one can 'demand' rights in another country.

Thats just an assumption with no real insider knowledge. An officer at this level cannot negotiate arbitrarily, especially when the stakes are high. The decision must have been arrived at after deliberations.

Only for Middle east and Africa region.

Not sure about that. The deal works both ways - UAE has taken an aggressive stand over a request that was not granted - Canada have declined it with some concerns for its own interests - those might have been greater than the loss of trade. I am sure UAE will have to take some kind of HIT in trade as well due to this retaliation.

Personally, I support Canada's stand as long as they don't give in to UAE's blackmail in the future. Acquiring a VISA is a minor irritant, discouraging to 'casual' visitors, but not stopping serious visitors.
