I agree with raj , this is the case for those countries which allowed their citizen to keep dual citizenship but in case of INDIA your Indian citizenship automatically abolish at the moment you acquire Canadian citizenship,Now where is the question of renunciation? So if you are not agree PAY for renunciation and then pay for OCI card or PIO whatever available from consulate....

A typical case of the pot calling the kettle black! Canada is not the only country outside India that a person holding Indian Passport can travel to. Take the case of a person having a valid 10 year multiple entry visa to USA in his Indian Passport, returning to India from Canada on a Canadian Passport and using the Indian Passport to travel to USA? Or his/her travelling to another country that does not require a visa, using his Indian passport - in both the cases with his Canadian Passport safely in his suitcase. Possible? Very much! And if you think the immigration authorities at the Indian airports would 'automatically know' that the person is already a Canadian citizen like the OP said, you are living in another world!
Indian consulate fees are fairly reasonable compared to other countries.
To the person complaining, did u complain when u had to pay 1500$ canadian PR processing.
Australia charges 6000$ per person for PR application processing..
I dont think the surrender certicate + oci cost of 500$ for indian PR is much..
Actually i like the improved efficiency with which the indian consulates and passport services are functioning ,i am sure a lot of the money is going towards supporting these improvements.
In surrendering you r giving something while in applying for PR u r getting something.
