My wife became a Canadian citizen but has not yet got her canadian passport. If she wants to hold dual citizenship (canadian and indian) does she need to fill out any forms? The canadian immigration website says no certificates or form are required, but what about on the Indian side?

I am not sure, but I suspect that the process for dual citizenship for NRIs has not been formalized as yet. Although the bill has been passed, the whole thingamajig is still in the pipeline. I think the Indian Hi Commisssion/Consulate in Canada will have the updates as and when it comes thro.

Would there be any problem if she gets her Canadian passprt now and applies for dual citizenship later?

No, there will not be any problem. She can get her Canadian passport. She is required to surrender her Indian passport though, now that she has got Canadian citizenship. She can apply for Indian citizenship as and when the process gets underway.
