Impact of F1 and F2 rejection on canadian immigration

I am applying for PR under Federal skilled class. While filling out form IMM5669E for my wife, whose F1 and F2 petition (US) was rejected earlier this year, I got stuck on question 6 where they ask if she had been refused visitor or temporary residence or admission to any country. Should I fill yes or No for this question? Does a student visa comes under visitor or temporary residence class?

I am working in US and just converted my F1 to an H1b recently. My wife was also working on H1b but since her project got over, she went to India and then wanted to study further while living with me here. No official reason was given for denying visa.

I'm in a dilemma.

Not a BIG problem.

Say "YES" and in the below you may write some thing like ..... " student visa refused as they thought I am a potential immigrant".

Majority of similar situation simply put "NO" and the chances of trouble is one in 10 million.

Should I say YES to both 6(d) and 6(e) in IMM 5669?

For 6 (e) you put NO

for 6 (d), if you are putting YES, then say that " Student Visa application for USA was refused on the grounds that I am a potential immigrant".
