I am a canadian citizen from India living with my wife and three kids since 2007.
My father hold 5 year multiple visa ending in 2014 and mother is single entry visa older.
My parents have visited Canada 2 times each already and went on time. Only Last time in Aug 2012 I applied for extension online (well in advance) but it was summer time and CIC did approve the application and sent a ROE for my parents but put a condition that they had to undergo a medical exam. But the letter with visa extension came late (almost 2 months after I applied online may be because it was rush in summer time) and my parents had to leave on emergency so they could not do a medical exam.
This time their visitor visa extension (ROE) was refused and the reason mentioned in letter is that they haven't completed their medical exam .But they have attached the information letter with the medical form to be conducted by CIC panel doctor. Just for info, they have been here since May 2013 and I applied for visitor visa extension well in advance 30 days before 6 months ended (online). i didnt do the medical as it was not mandatory at the time of submitting online application which may be was my mistake as It said that I thought I could do it later when they ask for it.
My 1st question is:
I am confused as I don't know if they want me to apply again (and pay $150 again) with the medical form as the status of application says "refused" OR they just want the medical form to be sent after the medical exam is done by CIC panel physician.
it seems they are punishing me for the medical not done for my parents during their last year's visa extension.
2nd question
I want to sponsor both parents in 2014 but I am unsure of the LICO requirements for the new rules. I am a full time student since 2012 with some income and my wife working full time since 2004. My last year income assessment has family income $53000. I am not sure if I would meet the sponsor's MNI to sponsor them after an excruciating gap of 2 year wait. I really need help.
