I was trying to respond to this question of yours. I had a few questions to ask you before posting the same. I got the answers to those in your next posting.

Here is my take on this. Buying an airline ticket does not assure an entry visa into Canada. They look at all of the other details in the application prior to their response. They also look at the purpose of the visit and if the person will leave Canada at the end of their visit. Which means that they look at the ties and how well they are placed and in which country. With H-1 and a work permit there, she might get it.

If your wife is a US Citizen, then, there are ample chances that she can just cross the border. And I see that she is not.

Your chances are dependent upon the judgment of the Visa Officer. In short NIL.

Also see my response to your next Post.

The airline ticket is not necessary for visa to countries where there is access by road. It does not make sense to buy air ticket when other modes of travel are applicable, that too when multiple entry is sought.
Also the rule of buying ticket is to observe the intended term of stay. That is why 'return' ticket is asked. Still if the traveler is flying and ticket can be bought , why not attach a copy just to close a hole.

Your worry should be whether an Indian PP holder easily gets temp visa from canadian consulate in US. Showing family ties as well as compulsion to return to US for employment should be focus.
