Is RPRF refundable if a PR leaves Canada and does not renew the PR

I became a PR in March 2006, moved to US in August 2006, moved to India in 2009. I have not lost the PR status. Am I eligible for a refund of RPRF for me and my spouse?

No, you are not eligible for the refund since you became a PR based on an approved application.
