The passport exp date of my father is 2021. I am sure it was not because of exp date.
No medical condition.
I would say it is just mood of visa officer and no other special criteria.
I am damn sure if my father want to stay for longer period , no one can stop. I will not let my father go back. I am the only child of my father and I can go to any extent to keep my father with me in Canada. Brakes on parental sponsorship and then starting supervisa system and then giving visa for less than a ordinary visitor visa is nothing short of farce, if the visa officers know how to shortcircut the system, i have also learnt it by this time.

I do occasionally hear this type of comment about the super visa insurance requirement being a 'waste of money'. So then, absolutely no insurance is a better idea? If you don't want to waste unnecessary dollars on the insurance policy, the best way to do that is to shop around and get a quote from as many companies as you can find. There are pros and cons to the Super Visa, it's not a 'one size fits all' solution to the PR lineups. Renewing a passport before applying might help some of the issues mentioned above. This is a new visa program, and the insurance companies and comparable quote sites are slowly improving the policies and what they have available to the public. From what I've seen so far, rates have been coming down ever since the start of the super visa program was announced in November. That's because each month another insurance company changes their policy offering (extending coverage to 365 days, offering coverage for pre-existing medical conditions, etc.). That's a good sign. The more competition for the super visa 'insurance market', the more downward pressure on rates.
However, it is 'buyer beware' you do get what you pay for. The lower the prices, the lower the coverage. And really, your parent doesn't need the worst coverage in Canada. Although, even that wouldn't be 'an absolute waste' of money if it helped absorb the cost of a major medical expense.
The alternative is what? A multi entry visitor visa, and then not buying any insurance? Or not buying as much? That's a better solution? $100,000 in medical expenses can add up quickly here in Canada, wiping out a family's savings entirely. When your parent is sick and in the hospital, you'll want to be able to pay the bill. The insurance is meant to make the family reunion less stressful with less financial risk. That, by itself, is not a bad idea.
