I got my Provincial nominee application approved.Thanks to my employer who put Opportunities Ontario under pressure the turn over time was less than 10 days.
I am applying for PR and gathered all the documents-my passport is with Indian embassy since I had to apply for Police Clearance certificate.My employer is also requesting me to apply for work permit simultaneously.Can I apply for WP without passports?My understanding is that WP applications need passports and it is not very clear in the website.
Also I am living in the USA for the past 3 years and for PR can I chose between applying to the Canadian embassy in Buffallo or to the embassy in New Delhi-Buffallo has longer processing times than Delhi hence I prefer Delhi

I didn't understand your passport problem.

1. If you are living in USA, you can apply for Work Visa .... and you need a passport.

2. If you are currently in Canada, you may apply for work permit with a copy of your passport

3. You may file your PR application in New Delhi for faster processing .... but it may cause inconvenience for certain applicants.

Thanks for your reply-I had to post my passport to the Indian embassy in NewYork to obtain a Police clearance certificate and my passport is not in my posession.
THe Indian embassy is saying that it might take upto 6 weeks to issue police clearance certificate.
So from what you have written I cannot apply for WP until I get my passports back.I shall convey the same to my employer
