The Express Entry program will be launched on January 1, 2015 at 12:00 pm, at which time individuals interested in migrating to Canada can express interest in doing so. Candidates will then be invited to submit an application based on ranking by the Canadian government. The first Invitations to Apply are expected to be issued by the end of January 2015. Successful applicants are expected to be processed within six months to address Canada's labor market needs.
The selection process.:
Candidates will be ranked and selected based on factors that research suggests are linked to success in the Canadian economy. Those with valid job offers or provincial/territorial nominations will be given priority in being picked. Candidates may remain in the pool for one year. An invitation is valid for 60 days after the day on which it is issued.
The Express Entry will apply to candidates who meet the requirements for:
1. The Federal Skilled Worker Class,
2. The Canadian Experience Class,
3. The Federal Skilled Trades Class, and
4. The Provincial Nominee Program Express Entry Stream.
Determination of ranking for an invitation
The determination as to whether a candidate in the pool occupies the rank required in order to be issued an invitation will be made using the total number of assigned points based on the information provided in their expression of interest and using a Comprehensive Ranking System that consists four components -- core human capital factors (age, education, official language proficiency, and Canadian work experience; factors regarding an accompanying Spouse/Common-law partner (education, language proficiency, Canadian work experience); skill transferability factors; and factors relating to a provincial nomination or a qualifying offer of arranged employment.
The total number of points that may be assigned under the Comprehensive Ranking System is 1,200 points.
Canadian Experience/job offer
The possession of Canadian work experience or offer of employment is key to the process. As such, it is expected that those already in Canada, such as international students/workers will have a distinct advantage, since international students/workers will gain experience and earn more points. However, it has to be skilled work experience. As such, many of the temporary foreign workers in Canada will not be eligible. Obtaining a practical post-secondary or graduate certificate programme in Canada is a winning strategy.

Labour Market Impact Assessment ...
LMIA Exemptions
The general rule is that individuals applying for a Canadian work permit require a Labor Market Impact Assessment (LMIA), formerly called a Labour Market Opinion (LMO). However, there are a number of exemptions to this rule. The group of programs that are exempt from the LMIA requirement are called International Mobility Programs.
Canada also has bilateral and multilateral agreements with certain countries in order to facilitate the movement of foreign workers across borders.
The following individuals are exempt from requiring a Labour Market Opinion:
Workers covered under international agreements
For example, NAFTA Work Permits. The North America Free Trade Agreement allows professionals and investors to obtain work permits without a labor market opinion.
Dependents (spouses and children) of Foreign Workers holding a Canadian work permit for a skilled position.
Please note that this does not apply to the spouses of working holiday visa holders.
Provincial Nominees
Individuals holding a certificate of nomination or selection (in the case of Quebec) who have a job offer in the province where they were nominated/selected do not require a labor market opinion. The Canadian federal government is re-negotiating LMO/LMIA exemptions with the provinces and territories during 2014, so provincial nominees may be subject to LMIAs in the future.
Intra-company Transferees
Foreign workers who have worked for a branch/subsidiary/parent of a Canadian company abroad and who are coming to Canada in a managerial/specialized knowledge position do not need a labor market opinion.
Participants in programs such as the Working Holiday Visa program or (IEC)
PhD students pursuing a post-doctoral fellowship at a Canadian university
This exemption applies not only to individuals who studied and were granted a PhD from a Canadian university, but for any individual on a post-doctoral fellowship at an institution in Canada, regardless of the country where they studied.
Co-op students
Where a work placement or internship is part of the field of study, the foreign student does not need to obtain a labor market opinion.
Religious Workers
Foreign workers in Canada who are working for a charitable organization or religious institution.
Spouses and common-law partners of full-time foreign students are eligible for open work permits (not requiring a job offer or a labor market opinion).
This category also applies to the spouses and common-law partners of Canadians who have sponsored them in Canada and who have obtained approval of the Canadian sponsor.
Note: Being exempt from the LMIA requirement does not mean you are exempt from a work permit. All categories on the LMIA exemption list still require the individual to obtain a work permit to legally work in Canada.

Opportunities Ontario: Nominees – What’s next
Have you been nominated through the Opportunities Ontario: Provincial Nominee Program? Here is some important information you should know.
Applying for permanent residence
Successful nominees must apply to Citizenship and Immigration Canada (CIC) for permanent resident status within 6 months of being nominated by Opportunities Ontario: Provincial Nominee Program.
Effective March 31, 2012, Ontario nominees must submit their permanent residence applications to CIO in Sydney, Nova Scotia.
Temporary work permits for nominees with a job offer
Ontario nominees can apply for a temporary work permit while their permanent residence application is being processed overseas. A provincial nomination does not guarantee approval of a temporary work permit application. CIC is responsible for the issuance of temporary work permits. If granted, the temporary work permit will allow a nominee to travel to Ontario to begin working for his/her employer sooner. Ontario nominees are exempt from the Labour Market Impact Assessment (LMIA) process. To learn more about the LMIA process visit the Employment and Social Development Canada website.
Opportunities Ontario will support temporary work permit applications of nominees. Opportunities Ontario recommends that nominees check with their nearest visa office to learn about temporary work permit requirements, which may apply to their situation, such as a medical examination.
Temporary work permits for Master’s and PhD graduate nominees without a job offer
Masters and PhD graduates nominated under the PhD or Masters Graduate streams may be eligible for a letter of support for an open work permit. The support letters for open work permit will be issued to provide assistance to certain graduates who require a means of maintaining or establishing status in Canada while they transition to Permanent Residence (PR) in Ontario. The letter of support for an open work permit would allow nominees to apply to CIC for an open work permit in Ontario for the period of 18 months. Opportunities Ontario will be using its R204(c) authority under the Canada-Ontario Immigration Agreement and its Temporary Foreign Worker (TFW) Annex to facilitate the issuance of open work permits.
Who is eligible for a letter of support for an open work permit?
Ontario nominees nominated under the Masters or PhD graduate stream of Opportunities Ontario and whose:
Post Graduate Work Permit is expiring in the near future
Post Graduate Work Permit expired and have no other means of remaining legally in Ontario
and who
Have no means of obtaining legal status to remain in Ontario and have to go back to their home country as a result.
The issuance of the support letters for open work permits will be determined on an individual basis.
