Okay, here is my situation.

I just finished my Master's in Chemical Engineering from Univ of Maryland in College Park. I am current based in Washington DC. When I came to US, my only goal was to get a PhD and go back to India. Now my plans have changed and I am planning to stay in North America or any other first world country.

The reason I want to go to Canada is because I want to become a PR in a first world country as soon as possible. As far as it seems, there are two paths that I can take, apply for PhD or apply as an FSW. In India I had worked for four years in a petroleum refinery of Bharat Petroleum as an engineer. If my area of work appears in the updated list for FSW to be released in Jan 2013, then I would definitely consider it. I am pretty sure that I will be able to get into a PhD program in a good Canadian university with my academic background. However I may not be able to join the PhD programs till January 2014, as the deadlines for Sept 2013 for my target universities are already gone.

I know that there is a freeze in FSW as of now and will be open in Jan 2013 with the new list.

If I apply with all the documents in the early part of 2013, then how long does it normally take to know about the decision, if one applies from USA ?

If I apply for FSW and then go to Canada on a student visa will there be any problem with the processing of FSW?

In case I get selected as an FSW, can I apply for a PhD then and show the time spent in Canada during PhD while applying for citizenship ?

In case I go to Canada as a PhD student, then can I apply for FSW based on my past work exp, without having to apply as a PhD candidate (as I have to wait till I finish 2 years of PhD) ? Also is the time taken for an application based on PhD processed any faster ?

Getting a PhD is definitely one of my goals and I will do it in future, if I can't do it now.

Thank you for reading through my long post. I would really appreciate if you could give me some feedback based on your experience.

Have a great day.

Get your PR and apply for FSW when it opens up.

The fees will be half as much. They are twice the amount for the non immigrants. SO, wait till you get PR.

If you can get back into USA, then they might give you a Green Card and let you stay there. After that decide where you want to Doctor from. Even in the USA the fees are twice the amount for non immigrants.

Here is a typical job here. : And it is good for starters. : http://ca.indeed.com/viewjob?jk=e63bdd832543edb3&q=chemical+engineering&tk=17di7bl4218613fh&from=web

WAIT. You have age to your advantage. Once you are a PR, you will get to know everything you ever wanted to know. Now you know the basics.

Thank you for taking out your time to reply.

What is the difference between PR and FSW ? I was under the impression that if you get selected for FSW then you become a PR. To put it in a different way, ain't FSW the easiest and quickest way to become a PR in Canada ? Am I wrong ?

Thanks again...

These abbreviations do not hit you immediately. Kind of mind boggling.

Federally Skilled Worker. That is the class that everyone normally has to apply. And there are others too such as work permits etc., etc., TWP/ Temporary Work Permit.

They will let you in after your application process gets approved. The day you step into Canada you become a PR, a Permanent Resident. FSW leads to PR.

Once you land here as a PR, the visa you get is a PERMANENT RESIDENT VISA. You also get a PR card to carry. Once you are a PR here in Canada, the fees for all of the courses will be just the same as any Canadian pays. Otherwise it is twice the amount.

A student gets a TRV.. T for temporary. It is a restricted visa.

I would just like to ask you, why dont you do your PHD in US and get a green card from there?

Anyways the fastest route here is definitely to come as a student . If you are planning to do PHD here, you will definitely get a PR before PHD on FSW or after PHD there are lot of options such as CEC (Canadian Experience class) or PNP (Provincial Nominee Program). But again PHD is 4 years again. Don't do PHD for the sake of becoming PR, its a big investment of time. Do PHD only if you really aspire to do.
