I can certainly put in a request through my local elected counsillor in Canada
for taking a view over the existing rules to the Canadian government...

Local elected councillor has nothing to do with Immigration rules.

Are you trolling?
What rules are you talking about, and what are your suggested changes?
And what does this have to do with your original question about multiple entry visa?
It seems that you had PR visa and haven't met the PR requirement so you lost that status and now you want a free multiple entry re-entry permit.
What does that have to do with the govt. immigration policy?

Hey there, don't start imagining things!Nothing is wrong with my PR status till now!
I have just raised this issue as the Canadian govt can amend the rules,if represented by a local elected leader who is in the House of Commons.

And the representation can be made by those who are undergoing the PR hardships in recession times or for future immigrants.

What I suggest is that taking in view the current scenario the govt could relax or give the PR candidates choices:

a)Instead of making the compulsary stay of 2yrs in a 5yr period,it could extend it to 6 yrs and make it compulsary to attend at least 122 days(3and a half months) in a year to be present in Canada=732 days in a six-year period.

b)Candidates who cannot complete the 730 days or may have completed some or most part can be given a multiple entry visa to complete this requirement within a 10yrs period to complete 4yrs stay in Canada.(not continuous stay of 1yr or 2yrs)

However, some ridings are more populous than others and the Canadian constitution contains some special provisions regarding provincial representation; thus, there is some interprovincial and regional malapportionment based on population.

Controversial changes to Canada’s Immigration and Refugee Protection Act (IRPA) have passed final reading in the House of Commons. The proposed immigration amendments, which were included in the Conservative government’s budget implementation bill, will now be reviewed by Senate before they can be passed into law.

The Toronto area, which has 22 seats in parliament, returned all the three sitting Indian-Canadian MPs. Ruby Dhalla, Navdeep Bains and Gurbax Malhi (all of the opposition Liberal Party) were returned with comfortable majorities.

Dhalla won the Brampton-Springdale seat for the third time, beating Parm Gill of the ruling Conservative Party and Mani Singh of the NDP.

Gurbax Malhi, who in 1993 became the first turbaned MP in Canada, won for the sixth time from Bramalea-Gore-Malton, polling 18,236 votes.

Navdeep Bains also won easily for the third time in Mississauga-Brampton South, garnering 17,201 votes this time.

The Canadian parliament Wednesday welcomed the Indian honour for its member Deepak Obhrai.As parliamentary secretary (minister of state) to foreign minister Lawrence Cannon, Obhrai is the highest-ranking Indo-Canadian in the current government. He was given the Pravasi Bharatiya Samman award last month by the Indian government for his contribution to promoting India-Canadian relations.

Speaking in the House, Kevin Sorenson, who is chair of the House Foreign Affairs Committee, hailed Obhrai for his leading role in the Indian diaspora in Canada and working “tirelessly” in promoting relations with India.

“Whether during the years of the Liberal government, when our relations with India were foolishly left to the side, or today, when our improved relations with India are blossoming into expanded and mutually profitable trade, the member for Calgary-East has been front and centre helping build the personal and professional links between the two countries,” Sorenson said.

He said the award was “a testament to the value of your continued efforts” to promote Canada-India relations.

Canadians can suggest new laws and changes to existing laws through their elected
representatives.
In Canada, you will often hear people criticizing the government.

How Are The Laws Made?

First of all, an elected member or a person who works for government, must think
that there is a need for a new law. Sometimes there is a public process, and a
committee travels across the country or the province/territory to hear from citizens
about the proposed law. A draft of the law is then written and introduced in the
federal House of Commons or provincial Legislative Assembly by one of the
Members.
