a)Instead of making the compulsary stay of 2yrs in a 5yr period,it could extend it to 6 yrs and make it compulsary to attend at least 122 days(3and a half months) in a year to be present in Canada=732 days in a six-year period.

b)Candidates who cannot complete the 730 days or may have completed some or most part can be given a multiple entry visa to complete this requirement within a 10yrs period to complete 4yrs stay in Canada.(not continuous stay of 1yr or 2yrs)

What you are suggesting is not desirable or practical.
PR means permanent resident - I'm sure you know that.
Canada's PR laws are already amongst the most liberal/lenient in the Western countries that depend on immigration.
It's more liberal than the US one for sure.

Someone who lives in a country for less than 732 days out of almost 2,192 (as you are recommending) cannot be considered permanent by any stretch of the definition.

And the free multiple entry visa clause that you are proposing will only encourage foreigners to abuse the system even more than currently.

It would be better for someone like that to apply for a 5 year multiple entry visa and renew it after expiry.
That gives multiple entry options to the person at a fraction of the cost.
If they are able to find a job, then apply for a work permit and continue that way.

Hi,
Stop vehemently opposing the fact that something like this can be done!

Just because you are safe and secure with a steady job and source of livelihood and house, you do not want to interfere with your lifestyle,or want others to undergo the same, but that times were different!
Why can't you think about those who are struggling, they have to be given a choice or you tell the government to provide jobs for all!
Are you providing jobs for all immigrants? Then why don't you accept...

Think about this objectively - this has nothing to do with your or my personal situation.
Which country in the world will allow permanent residents to stay away from the country for more than 4 years out of 6 years?
How can the govt. of a country justify that to its people?
A lot of countries these days are significantly cutting back their immigration (Australia) or getting more and more strict with the laws (like US and EU countries).
Canada is still much more lenient than them.

You ask the govt. to provide jobs for all - but you tell me whether your demand is realistic?
Which country provides guaranteed jobs for all?
Please tell me so that I can go there with you.
Maybe the communist governments 40 or 50 years ago used to do that.
Which modern country does that?

Still if you want to start a petition to change the PR residency requirements, please feel free.
I'm all for it.
Create an online petition.

The arguments / suggestions put forward by the OP are immature and impractical because the system then will be abused left, right and centre.
He/she wants to have his cake and eat it too as rightly pointed out by one of the members earlier.

Let's face practicallity,You are not providing jobs,so don't label any suggestion as immature maybe because you are not mature enough to understand what the topic is
about, that is not the case with others!

Overview of Canadian LAW!
Canadians can suggest new laws and changes to existing laws through their elected
representatives.

Not some frivolous jerk trying to stick out his neck and declare yes or no or this is immature and impractical!

I fully understand the topic and mature enough to understand that you are looking for a loophole or to bend the system so that you can abuse it in the name of job, recession.
So far none of the members have supported your views and that is the reason you have now started using abusive language out of frustation. Don't worry I am not going to match you in that department.
Good luck!
