If your budget allows, I would suggest going for a new one. I have posted link to a new Dell laptop on sale at Microsoft store for 350. It comes with 15 day return policy.

It has Intel 5th gen i3 processor, 1T hard disk, 4G ram (upgradable to 8G max in total), touch screen(not sure how useful this is of a conventional laptop), USB 3.0 , HDMI, free Windows 10 upgrade etc.

Also, if you only want desktop, this is a good time to shop around to find deals.
