One of my buddy at work & I got these laptops on same day & he chose to do fresh install & i did the upgrade . I haven't noticed any difference with regards to performace at all. The laptops are less than a month old & we hardly used it. I am not sure if this your new laptop or old laptop. Anything old or heavily used laptop i would go with fresh install. As other have suggested & i do concur that fresh install is always best option, more like repainting than the touchup's. Either ways i didnt care much as i use my mac as my primary at home.

The upgrade DVD's we got was Windows 7 home premium & yes it does have an option of doing fresh install however you have to select "custom" Advanced option rather than "upgrade " option during installation process. My buddy however did not use the disks provided to him by HP as he went with much more higher version "Windows 7 ultimate"a copy of which was already available at our workplace & he did that way before he got the upgrade dvd's.
