I have become insensitive to the money requests from the relatives, friends, and acquaintances., unless it's my own immediate family - siblings and parents.
I was also like this, till I met a few of my classmates who are self made millionaires.
I was surprised to note that they have fought with their own parents and that too in India.
The reason given was " my parents / father wants us to give all our properties to them and that they are saying that after their times, it is for the children from whom it has been taken from"
So there are parents like this too in India. Again, only a selective number of people like this as my own father was way opposite to this.
So to each his own, I guess.

This is a breach of contract which does not involve criminal activity - the Police will hardly get involved. They will direct the person to file charges in the court and sue for damages.

I sent messages to him on Facebook which he claims he has not received.
He says as I sent 12 messages in 5 minutes, Facebook has autolisted me as a spammer. He had to write to Facebook and take help of techies to get back these messages. Is this possible
It does not matter.
Send fresh messages to him to get money back, may be by gmail or SMS.
Wait for a few weeks and if he has not returned it by then, sue him for damages.

Hiren I agree. Helping neighbor is no longer a good idea these days, as that guy is resorting to lies and thinks he is doing a favour responding to my mails/SMS..
If the amount is within the small claims limit, file a lawsuit (or claims as it is called) right away with the small claims court. Google for info on small claims.
In a number of instances, a lawsuit tends to jolt the defendant to act and not stonewall you. Or so, that is the hope.
Having said that, also bear in mind, neither of you signed a contract. It was a verbal agreement with plenty of evidence that you loaned him money.
I believe the defendant is given ample time to respond. Sending anymore mails and FB messages might be a waste of time other than to gather evidence of his non-response or stonewalling.
