I am thinking of helping my brother to migrate to Canada. He is 40, single and an electrician by trade.
1. Can I sponsor him? I am a Canadian citizen.
2. If not, what is the best legal way to get him here without too much delay?

You cannot sponsor him as they do not permit you to. But you can support him after arrival and that is allowed. That will give him more points in their selection. If you are well placed and hold a good job and also won a home then, you can provide him the best that will ever need. It might take him an year or LESS to qualify for a CERTIFICATION. See details below.
Since he is single, you have more the reason to help him and He will MAKE IT GOOD HERE.
PNP is an alternative and Quick entry and Ontario is currently full up. So, it is your call and see where he can get in THIS YEAR. Please see my previous posts and I have given enough locations to get into in that posting here a few weeks ago.

First is the language requirement. IELTS 6.5 + or better will be good.
Check the score for qualifications. (I do not know the CV of your Brother.)
Go to JOB Bank and see if there is any need for an Electrician. They are currently looking for a 100 or so. They fluctuate and so keep on top of it.
Some leads into the TRAINING after he lands. HE WILL NEED all of the dates of the places he worked. Date Joined and/to Date Left. PLUS a letter of Recommendation from them for submission here in Canada to the EXAM Board to Prove that he did the work at that location. It MUST be on a Letter head.
Get all of the ORIGINALS OF his QUALIFICATIONS with copies to submit.

Training courses for foreign qualified Electricians
In the classified columns of CD, you will see these two ads and you have a phone number there in to contact and talk to some one. Leave a message and they will respond back to you in due course.
IMHO, What you will learn in 36 hours is next to nothing and you will also loose out $1800.00 and you will have no books or course materials to even show for and come home empty handed.
If you do have good basic education and you have got it evaluated here in Canada, you can certainly take a course starting in the fall and between now and then (Sept) you can work as an assistant to an electrician, who will pay you handsomely and will train you partially to fit into the start up of the course, and you can go on from there and become a skilled electrician after the completion of the full course.
Please check the library for the college calendars and the pre requisites in your neighborhood colleges, such as George Brown, Centennial and the others in your area.

If you are well settled yourself, I suggest you send him a crore or so that he can setup his own independent electrical service company and thrive in India. Since housing and construction in India is growing at rapid pace these days, a well-trained and committed electrician will find plenty of work. He can use your financial help in acquiring some space for his one-man business and equipment. He may be glad for that than coming here and going thru licensing process and then may not find much work.
One question: Does he have an ITI Trade Certificate/Diploma, or the one from an equivalent Trade Schoo/Institution in India? Without which, it will be almost impossible to immigrate.

1. Does the Canadian immigration recognize work experience or reference letters?
2. Can I bring him here as a student of some technical institute? Maybe a diploma here can help him get a job here. Is that an option?

Since you say that your Brother is of 40 years in age, I said that it is his last chance, because they close the door after 40. But you being here in Canada and I think he being single, there are better chances and it is a speedy route for him.
When I say that he needs THE EXACT DATES that he worked with an Employer, the Letter of recommendation should state EXACTLY that and some praises will also help. Such as a Reliable worker etc.,
PNP will be the best route, as you are here and find an employer and get a letter and bring him in. The employer part can be worked out later. But look for one anyway. See some one who is working in that line, if you know one.
YES, He can get in as a student and study for an year as a CO-OP student. Look into that also. But please make sure that it is a RECOGNIZED College, such George Brown or Centennial etc., If he gets in as an Immigrant, then his life gets a lot easier and the fees etc., will be normal, and not much.
I have provided to you a phone number there in my last list so, call and speak with them first. They will tell you exactly what he should bring and also need to show to the local Certification section to get his Diploma to work here.
Ask him to bring all of his old books or buy what he needs there to help him get re-started here and then supplement them with the local books in their curriculum.
