I sponsored them my parents in 2007 and recently I was told that there file has been transferred to Islamabad. Islamabad Embassy asked me for some documents.

a. I had submitted the three forms: IMM08, IMM5406, IMM5669 last year to CIC. They are asking for them again. Is it normal ? Why do they want same information from me again ?

I tried emailing to Islamabad embassy but no response. Any ideas, where can I find this form?
c. They also require following forms:
Complete photocopies of sponsor’s last two passports. Documentary proof showing the periods of your sponsor’s residency in Canada, including a complete copy of your sponsor’s passport (showing entry and exit stamps), your sponsor’s last two Notices of Assessment, rent receipts, lease agreements, utility bills, banking history showing in-Canada transactions, and any other evidence to demonstrate your sponsor’s residency in Canada. Or documentary proof of sponsor’s residency in any other country
I have been living abroad since Decmber 2010. And I declared myself non-resident for tax purposes in Dec. 2011. Would my non-residency impact their application? Should I mention to the CIC officials in Islamabad that I have been living abroad for last 2.5 years?
d) My parents have recently moved to Australia as Permanent Residents and currently living with my younger brothers in Sydney. Is there a way I can transfer their file from islamabad to Sydney (in order for medical checkup or any interviews to be moved to Canadian consulate in Sydney?) Will the transfer impact their application processing times?

Not knowing who you work for and where you work at, I am unable to provide you with a proper avenue to follow.
The two significant years that I note here are 2007 and 2010 and still does not provide me with the time spent within Canada.
You seem to have done, significantly well for yourself and moved on in life and I feel, from my observations and from your postings, you do not have the required THREE years to qualify for the Citizenship in Canada. It is indicated from their request to you, asking for the documents there in. (c)
If you are NOT a Resident of Canada, and also NOT a Citizen of Canada, they therefore, will not process your application for the sponsorship. It appears that you sponsored your Parents and then left to take employment outside of Canada.
Also there seems to be a competition to get your Parents, either into Australia or into Canada, between the brothers and if they are actually are RESIDENTS of Australia, then once the processing gets completed in Islamabad, you can certainly make a request to CHC in Islamabad, to permit them to complete the balance of the procedures in Australia. All of this is subject to their ability to complete the processing of your Sponsorship application in Islamabad. You will be the first one to hear from them about it, being the sponsor for them. Also, you must inform them the change of address for each and everyone of you, because of their permanent residency into Australia and then make a request for all of the follow ups, after providing them that information.
I do know of all of the forms you need and it is for you to find out from CHC in Islamabad their requirements and the forms suitable for that country.They all are country specific. It will be better that way.
In my completion, I would like to inform in a mild manner that they are observing you and your movements. Hope it bodes well for you.
