If you are coming chemical, pharmaseutical etc... should be your first industry to apply.

Canadian companies appriciate your work if you have experience and specially in your field of work there are so few people with experiece.
There is no guarantee in life but this service certainly increases your probability by 100 times.....
In what area of PU do you have experience? Production of PU from hydrocarbons or extrusion/moulding of PU components. If later, then you are likely to find opportunities in Ontario/Quebec, if former, then Alberta will be your best bet followed by Sarnia area in Ontario.
In what area, do you have experience - R&D, production, process engineering, process control, sales & marketing, technical services? Do you want job process industry or for E&C?
I wouldn't suggest that you waste money on services which will do bulk fax or email.
Instead spend time online to find the list of companies you are interested in and find their location in Canada. Virtual Chemical Engineering Library, Process & Polymer trade publications are online. Utilize them to create your list which will help you in deciding where to move.
Then look for professional organizations in your expertise area with user groups/chapters in the target area and contact them to see how you can attend their monthly/quarterly meetings. Networking will help you lot faster in finding a job and better.
Use Google to your advantage and do preparatory work before coming here.
