US has more immigrants than canada . What do u think all Labor certifications and H1-B is for . It is just that in US newsgroups people do not have problems of money and jobs , they have problems of legality and statuses..

H-1s are not immigrants. They are somewhat equivalent to the "work permit" category in Canada.

H1- B is a dual intent visa and most of these people apply for PR. Also L1 is a dual intent visa and labour certification is the first stage of GC .
There is a big waiting list of Eb1 , EB2 and EB3 categories for GC and annual immigrants to US are more than 1 million through family quota and employment much more than Canada's 200K .
