I was shocked to find that I have to pay $35/ to give change of address to Canada Post.That too, it is good only for six months.Why is it not free like in India or USA?

There is no charge in the US by the USPS for mail forwarding and address change.
I have done that a few times and there was no charge.

Also make the change 30 days prior to effective date.
