a friend of mine has applied too..but hasnt filled any form as step 3 , was meant for federal skilled, quebec skilled and provincial nominees..he is none of these. need your help if there is something else that he needs to fill out as step 3. thank u

Why dont you frame your question more clearly? If your question is related to a previous one, please continue the same thread instead of starting a new one.

If your friend does not fall into family class, business class, refuge and two other categories you already mentioned, he should fall in federal skilled. Clarify why you say that he doesnt fall in that category. Federal skilled is for immigrating to any province except to the province of Quebec.

My query being different from what I had earlier asked, I started a new thread.

Details I wanted to know , for my friend, was to understand which category he could apply to in the step 3 in the PR Application procedure. From your answer what I understand is that if he intends to choose , say Ontario, as province of residence, then he must use the family class of "federal skilled" .Pls correct me if my understanding is not right.

With the information you have provided, federal skilled appears to be the right category. Although in the application, he will be asked to give the province and city he plans to settle in, he can land anywhere except in the province of Quebec.
