Doesn't the Budget need to be passed before all these changes take place? Can some portions of the budget be effective immediately?

I have submitted my lading fee to CIC at delhi , will be landing in Aug/Sep.
What fee will be applicable on me ? , would the excess amou t be refunded ? & how , logically it should bae as applicable on the date of landing
The CIC website clearly states that:
"If you paid the Right of Permanent Residence Fee, but did not become a permanent resident until after 12:00 a.m. EDT on May 3, 2006, you are entitled to a refund."

The budget does need to passed/approved in the house of commons...........but it should pass as the bloc is supporting it.
