i have called the cic. helpline and what htey told me is that because the process of sponsoring parents is s o long in the mean time we can apply for a TRV visa and if we submit the confirmation letter from the CPC. Temporary Resident Visas for Parents and Grandparents
Background
On April 18, 2005, the Minister of Citizenship and Immigration Canada (CIC) announced measures to speed up the processing of applications for parents and grandparents as members of the family class. He also announced that visa officers would be more flexible in issuing temporary resident visas (TRV), including multiple-entry visas, to parents and grandparents:
who have applications for permanent residence in process, and
who wish to visit but do not intend to immigrate to Canada.
These measures will be monitored closely to ensure that they do not cause additional pressures on inland humanitarian and compassionate or refugee processing.
Good News .
My Parent got two years multiple TRV.
Bad news.
They refused my younger sister. (she was also a dependent on my parents sponsorship application the case is still in progress). I tried talking with my MP and after an hour of disscussion the bottom line is He cannot help me as the Visa officers require a solid reason for her to come down here. just a visit to see me and my son is not enough .
So I am stuck ... Any idea what shouldi try next., Apart from the long wait for

It is evident that you have two options:
1. Let them stay in India and visit them, as suggested by bouy.
2. or Make arrangements for your sister to stay back and let your parents visit you.
Once your parents are back to India your sister can apply again for TRV and visit you if she is granted visa.
There are no perfect solutions in these cases.
