A baby born outside Canada to parents holding PR status need to be sponsored under Family Class as a Dependent Child.
In order to sponsor, the PR parents MUST LIVE in Canada. I do not know the procedure to bring the baby into Canada, especially, if the baby is born in a country that needs a visa to enter Canada.
To sponsor, you must fill out a sponsorship application form, sponsorship evaluation (financial evaluation) form, provide proof of status in Canada, Option C form original from the Revenue Canada (to show you have filed taxes in Canada) and proof of income or sustinance (employment, self-employment, etc). Along with that, you need to fill out, on behalf of the baby, the immigration forms, family background forms and complete the medical exam.

Hope this helps.
